The Hindu Business Line reports on the newly enforced safeguard duty on imports of carbon black products from China into India, which applies to carbon black used in rubber applications only.
The duty, which will be valid for “about 15 months” and has been imposed by the Finance Ministry, came after a petition was filed by the Association of Carbon Black Manufacturers, along with two members of the association Phillips Carbon Black Ltd. and Hi Tech Carbon which both together account for over 80 percent of carbon black production in the country.
A safeguard duty of 30 percent ad-valorem minus anti-dumping duty to be payable if imported between 5 October 2012 and 4 October 2013 has been imposed by the revenue Department, with this decreasing to 25 percent during the period of 5 October 2013 to 31 December 2013.
According to the article, carbon black, also known as acetylene black, is a chemical used as reinforcing filler during the production of rubber. It is also used in the production of non-rubber products including inks in printer cartridges, although these are “not within the scope of the present investigation”.
